PRETORIA, South Africa -- Oscar Pistorius will start a period of psychiatric evaluation at a government institution next week, a judge ruled on Tuesday as she postponed the star athletes murder trial until June 30. Judge Thokozile Masipa took just a few minutes to read out her ruling that the Olympian must present himself at 9 a.m. on Monday and every weekday after that at the Weskoppies Psychiatric Hospital in Pretoria. Pistorius will be treated as an outpatient, Masipa ruled, and will be allowed to leave the facility in the South African capital each day at 4 p.m. or when "formally excused" by hospital authorities. The period of evaluation will be for no more than 30 days, the judge said, and will depend on how long the panel of four experts needs to observe Pistorius and compile a report for the court. The panel will consist of three psychiatrists and a clinical psychologist, Masipa said. Pistorius, 27, claims he shot Reeva Steenkamp, 29, by mistake through a toilet stall door in the pre-dawn hours of Feb. 14, 2013, thinking she was an intruder. The prosecution says he murdered her during an argument. A psychiatrist called by Pistorius defence lawyers recently testified she believes the runner had an anxiety disorder from childhood which may have contributed to him killing Steenkamp. That prompted the chief prosecutor to ask the court that he be sent for independent psychiatric tests. Kelly Phelps, a senior lecturer in the public law department at the University of Cape Town and a legal expert observing the trial, said the psychiatric evaluation could affect both the verdict and, if Pistorius is convicted, the sentencing. She saw three possible outcomes: -- An "extreme" conclusion in which the panel decides Pistorius was unable to distinguish between right and wrong, or act in accordance with that understanding, because of an anxiety disorder when he killed Steenkamp. Such an outcome, according to Phelps, would result in a verdict of "not guilty by reason of mental illness." -- The panel basically agrees with the defence witness, Dr. Merryll Vorster, who said Pistorius was able to distinguish between right and wrong but had the anxiety disorder, possibly bolstering Pistorius argument that he was acting in "putative self-defence" because he feared his life was in danger from a perceived intruder. -- The panel contradicts Vorster and says Pistorius does not have an anxiety disorder, possibly casting doubt on the defences argument that Pistorius had a long-held fear of crime and felt anxious and vulnerable when he shot Steenkamp. Judge Masipa said Tuesday that the panel should determine whether any mental illness may have affected Pistorius capacity to be "criminally responsible" for killing Steenkamp. She said the panel would evaluate "whether he was capable of appreciating the wrongfulness of his act or of acting in accordance with an appreciation of the wrongfulness of his act." The world-famous disabled athlete faces 25 years to life in prison if found guilty on the premeditated murder charge. He is free on bail. GLASGOW -- In the first doping scandal of the Commonwealth Games, a 16-year-old female Nigerian weightlifter was provisionally suspended Tuesday after testing positive for banned substances. Chika Amalaha tested positive for the diuretic amiloride and masking agent hydrochlorothiazide -- both banned by the World Anti-Doping Agency -- after winning the 53-kilogram weight class last Friday, games officials said. If that sample also comes back positive, she will be stripped of her medal. SOCHI, Russia -- Russian security officials are hunting down three potential female suicide bombers, one of whom is believed to be in Sochi, where the Winter Olympics will begin next month. What we dont know is how many more black widows are out there." Russian authorities have blamed the so-called "black widows" of slain insurgents for previous suicide attacks in the country. The southern city of Volgograd was rocked by two suicide bombings in late December, which killed 34 and injured scores more. An Islamic militant group in Dagestan posted a video on Sunday claiming responsibility for the bombings and threatened to strike the games in Sochi, about 500 kilometres (300 miles) west of Dagestan. McCaul, a Republican from Texas, said he had numerous meetings with officials in Moscow and Sochi, and was briefed by the joint operation centre in Sochi, which is responsible for overall security in the area. "The one improvement I would ask of the Russians is to allow our intelligence services to co-ordinate and co-operate better with theirs," McCaul said. Although the Russian side was confident that it could provide security, the U.S. has information that could help keep the games safe, he said. The congressman also expressed concern that terrorists could have gotten into Sochi before security was tightened. "How many potential cells could be in Sochi and the Olympic village?" he said. "But after the ring of steel was implemented we have this one person who seems to have been able to penetrate it. It does demonstrate vulnerability." Police material distributed to the hotel staff included pictures of two other women in veils: 26-year-old Zaira Aliyeva and 34-year-old Dzhannet Tsakhayeva. It said they had been trained "to perpetrate acts of terrorism." It warned that the two women "are probably among us," but, unlike Ibragimovas case, did not say if they are in Sochi. No further information was provided about the two women or their motivation. NEW YORK -- NFL owners likely will consider expanding the playoffs by two teams, beginning in 2015, when they hold their spring meetings in Orlando next week, but a vote on the subject is uncertain. The next six teams would play in what is now the wild-card round, with the second seed facing No. 7, the third seed taking on No. 6 and the fourth and fifth seeds playing each other. But the NFLs influential competition committee is not presenting a proposal to the owners. One reason the league is looking at more playoff teams is a stalemate in talks with the players union about expanding the regular season from 16 games. Another is the added revenue stream two more post-season games would provide, with those matches up for bidding among the current network partners -- Fox, NBC, ESPN and CBS, which just grabbed an eight-week Thursday night package -- and potential new broadcasters such as Turner Sports. Scheduling of the extra wild-card games also would be dicey, although Monday night would seem logical for one of them. Of course, adding two more playoff teams enhances the chances for teams with .500 or losing records to get in. New England has proposed moving the line of scrimmage to the 25 for a one-point try, but leaving it at the 2-yard line for a 2-point conversion. "There are a lot of different views in respect to the extra point," said Falcons President Rich McKay, co-chairman of the competition committee. "There were 1,267 tried and 1,262 made (in 2013), and so there is that thought with the extra point maybe we need to add little more skill, and one of the ways to do it might be the way New England proposed." But its a long shot that anything will be done next week, except perhaps experimenting with longer kicks for one week of the preseason. The Patriots also proposed extending the height of the goal posts 5 feet to make it easier to determine whether a kick is good. New England also suggested allowing coaches challenges on everything except scoring plays, which are automatically reviewed.
